American Rare Earths Ltd (ASX:ARR, OTCQX:ARRNF) has bolstered its US-based leadership and technical bench as it moves to advance its flagship Halleck Creek rare earths project in Wyoming, appointing two senior figures focused on community engagement and project delivery.

The company has named Wyoming local Brook Brockman as director of public and government affairs for its subsidiary Wyoming Rare (USA) Inc., alongside Taylor Cable as director of projects and engineering, in a move aimed at strengthening both stakeholder relationships and execution capability.

The appointments come as American Rare Earths continues to push Halleck Creek through development studies and towards engineering and construction phases, positioning the project as a cornerstone of a domestic US rare earths supply chain.

“The appointments demonstrate the company’s commitment to advancing Halleck Creek with strong local relationships and disciplined project execution,” CEO Mark Wall said, adding that he was “thrilled to welcome Brook and Taylor to the American Rare Earths and Wyoming Rare team”.

Local engagement takes centre stage

Brockman, based in Wheatland, will lead engagement with community stakeholders, landowners, businesses and government bodies across Platte and Albany Counties, where Halleck Creek is located.

Her background includes roles spanning agriculture, conservation and rural economic development, as well as serving on the Platte County Resource District board — experience that the company believes will be critical in navigating permitting and ensuring alignment with local priorities.

Her remit will include:

Building relationships with local communities and businesses Working with county, state and federal officials on permitting pathways Supporting initiatives tied to agriculture, conservation and workforce development

Brockman said her focus would be on ensuring the project develops in step with the region’s values.

“As a Wyoming native, I care deeply about the future of our communities, our working lands, and the opportunities we create for the next generation,” she said. “I’m excited to help American Rare Earths and Wyoming Rare work side by side with families, ranchers, businesses, and officials in Platte and Albany Counties as we advance the Halleck Creek project in a way that reflects Wyoming’s strong sense of stewardship and independence.”

Strengthening the path to construction

On the technical side, Cable brings experience across engineering, capital projects and mineral processing, with a track record of taking projects from feasibility studies through to construction and commissioning.

Based in Denver, he will focus on translating Halleck Creek’s technical work into executable development plans, including progressing front-end engineering and coordinating consultants, engineers, and equipment vendors.

His responsibilities include:

Advancing the project from studies into detailed engineering and construction Developing plant design and capital cost estimates Aligning technical outputs with broader execution and financing strategies

“Halleck Creek is a rare opportunity to develop a large-scale, strategically important rare earths project in a mining-friendly jurisdiction,” Cable said.

“My focus will be on de-risking the transition from studies into engineering and construction, ensuring our technical assumptions, cost estimates, and execution strategies are aligned before major capital is deployed,” he added.

Halleck Creek momentum builds

The appointments add to a growing body of activity at Halleck Creek, which American Rare Earths has been positioning as one of the most significant rare earths projects in the United States.

The deposit hosts what the company describes as the largest known total contained rare earth oxide resource in the country, underpinning its strategic relevance amid efforts to reduce US reliance on imported supply — particularly from China.

Recent updates have outlined a pathway towards pilot plant development and downstream processing, alongside studies aimed at defining district-scale growth potential and advancing metallurgical flowsheets.

Against that backdrop, the latest hires point to a shift from early-stage definition work towards execution planning, with a dual emphasis on technical delivery and social licence.

With community engagement and engineering leadership now strengthened, American Rare Earths appears focused on positioning Halleck Creek for its next phase — translating resource scale into a viable, strategically important development.
